service roads — and has received significant mitigation money from the mall developer. Hadley has not. And to access these malls, drivers have to go 3-4 miles off the interstate, past two schools, through a town center (where we have one of the most dangerous intersections in Western mass.) and negotiate two a two-lane highway with uncontrolled driveways.
